English Language Learners

The Manitowoc Public School District serves nearly 400 students who have grown up in a non-English speaking environment. The English Language Learner (ELL) department is staffed by about 25 teachers, teaching assistants, bilingual aides, and interpreters. In addition to our ELL staff, about six mainstream teachers and an elementary principal are also ELL-certified.

ELL services address the needs of students age four through high school, in ten school sites. Children who have been in the United States for a short time are taught via a content-based pull-out model for a portion of the school day. For other students, we use a variety of sheltered-English, class-inclusion, and bilingual models according to instructional best practice. 


The MPSD works closely with such community agencies as the Hmong Community Center and the Multilingual Consortium. The majority of our English learners are of Hmong and Hispanic backgrounds, but we also serve speakers of another 10 languages from Asia, Europe, and Africa.

Our District has taken a leadership role in the field of second language learning. The coordinator is a member of WITESOL, the state ELL professional network. We are the fiscal agents of the Manitowoc Consortium, a five-district collaboration in Manitowoc County that channels Title III funding into best educational practice for our limited-English students. As a consortium we have consistently met the Annual Yearly Progress and the Annual Measurable Achievement Objectives as laid out by the Department of Education.

We consider our ELL students and families an integral part of our educational mission. It is a professional challenge and a privilege to embrace other languages and cultures, and we know that this breadth of experience is healthy and productive for every MPSD student.
