Families Encouraged to Learn More about Success for All Reading/Whole-School Model

MPSD is encouraging families to learn more about a proposed whole-school reform model and literacy curriculum called Success for All (SFA) which is being considered for implementation in two or more elementary and middle schools starting in fall 2023.

Superintendent James Feil is urging adoption of SFA as a solution to raise the district’s reading proficiency and other state standardized test results, which for years have been below the state average. In last spring’s state Forward Exams, only 29.3% of MPSD K-12 students were reading at grade level, compared to 37% statewide and 31.8% at Roncalli Catholic Schools. This means that more than 70% of students were not reading at grade level.

Feil said the district’s results over the past five years are “unacceptable” and are an urgent problem that needs swift action to ensure students have the skills necessary to succeed through graduation and beyond. 

Last winter before Feil joined MPSD, a 24-member district Literacy Curriculum Committee composed of teachers, specialists and administrators, began studying new curricula for possible implementation districtwide. In November the committee recommended Into Reading for the elementary schools and Into Literature for the middle schools. Feil, who worked with SFA when he led the Urban Day School in Milwaukee, said SFA not only has decades of proven success raising reading scores but it also is a whole-system approach to improve attendance, family engagement and other systems to lift the district’s overall student achievement.

Feil originally recommended MPSD move forward with a two-track approach to pilot SFA or another whole-school reform model at two schools (Franklin Elementary and Washington Middle), while the district’s five other elementary schools, Wilson Middle and McKinley Academy would implement a new reading program with a strong phonetic component. 

However, after further investigating SFA and sending teams from Franklin and Washington to a high-performing Steubensville, Ohio school district to see SFA in action Nov. 30, Feil and the Board of Education are considering whether SFA should be implemented in all MPSD elementary and middle schools in fall 2023 to raise achievement for all. The Board hopes to make a decision in January. 

The district in mid-November made Into Reading and Into Literature curriculum information and materials available for public review, and held public information sessions at schools. The final session is scheduled for 6:00 to 7:00 p.m. Thursday, December 8, 2022 in the Riverview Elementary School cafeteria, 4400 Michigan Ave. 

SFA materials are also now being made available and information sessions are being planned for December. An initial parent, staff and community overview session will be held from 4:00 to 5:00 p.m. Tuesday, December 13, 2022 in the district administrative building, 2902 Lindbergh Dr., preceding the regular Board of Education meeting.
